PRIMER: Arizona Operational Reform Recognized Nationwide

Yesterday, staff members from Governor Doug Ducey’s Office, the Transformation Office and various agencies showcased Arizona’s solution-based operational approach at the Missouri Best Practices Virtual Conference. During the event, Arizona was highlighted as a model for its approach to reforming and continuously improving state government by making it more efficient and responsive to citizens’ needs. 

In 2015, Governor Ducey implemented the Arizona Management System (AMS), to streamline state government processes and better serve constituents and customers. The system empowers and equips state employees to identify strategic goals and solutions to provide better services for Arizonans.

During the conference, Arizona state leaders and transformation experts provided an overview of the AMS and presented on performance management and strategic planning in state government. Arizona is the only state to have implemented a total management system across all state agencies — and the panelists participating in the conference spoke to this breadth of impact, focusing on how improving performance in government has been applied at the Departments of Transportation, Environmental Quality and Revenue. Each presentation highlighted Governor Ducey’s vision for state government operations based on accountability, performance, customer service and continuous improvement.

Last year, the National Governors Association hosted its fall chief operating officers meeting in Phoenix — a testament to the innovative work happening across Arizona’s state agencies to make government more customer service-driven. As part of this recognition, the Governor’s Office and the Government Transformation Office hosted a tour of the AMS for representatives from other states to witness first-hand Arizona’s achievements and improvements to customer service. Visits to agencies included the Arizona Department of Environmental Quality, the Arizona Department of Health Services, the Motor Vehicle Division and the Arizona Health Care Cost Containment System.

Earlier this year, the 2020 Invest In What Works State Standard of Excellence report by Results For America highlighted Arizona as a model state in using evidence and data to better serve residents.
